Carlos is a public finance attorney who helps his clients navigate complex municipal finance transactions. He serves in roles such as bond counsel, underwriter's counsel, bank counsel, and borrower's counsel and is skilled at handling a wide array of financing structures, including general obligation bonds, revenue bonds, limited obligation bonds, special obligation bonds, and installment financings.

Carlos’ practice sits at the intersection of state and federal law. He advises a diverse range of clients, including local governments, investment banks, national and regional banks, universities, and colleges on the statutory requirements needed during the various stages of the financing process, including staying ahead of state law changes and federal securities and tax law issues. Carlos has particular experience advising clients on North Carolina state law and federal securities laws related to the public sale of municipal bonds.

Carlos’ clients rely on him for his understanding of the legal complexities that arise in public finance transactions and his ability to guide them through these complexities. Carlos ensures he tailors his advice to the evolving goals and needs of his clients and the communities he serves.

Carlos received his law degree from Duke University School of Law. While at Duke, Carlos was a member of the Duke Blockchain Lab, executive editor of the Alaska Law Review, and a board member for the Transactional Law Competition. Carlos received his undergraduate degree and master's degree from Florida State University. He is also fluent in Spanish.
